umm out of 5 i give it 2.5... It lacks one basic form or style, i understand your trying to lock your opponent but it seems too random, here are the changes i see... level limit doesn't work really if you have marshmallon or spirit reaper youll just lose points, also royal command affects your man eater bug, and needle worm. Idk if you based it a little on trap lock down but if you did cool max out your Decree, but if not the max out that solemn, solemn can affect big plays.
-1 Draining Shield( it is not chainable nor does it stop whole attacks maybe side deck it in case you play OTK decks)
-1 Cold wave( if your gonna run them and want them to be consistent run them in twos or threes)
-Vanity's Fiend( alittle random and in with the current KCVDS meta being so slow its not used to its full potential)
- Snipe Hunter( hes awesome but he can lead to dead draws)
-Grave Keeper's Servant(you lose cards not exactly something you wanna risk)
- Marshmallon(not Really needed)

+Nobleman of Crossout(with BoM maxed out theres no reason why you shouldn't have 2)

+ 2 Raiou(great card you can't add cards from deck to hand and if you need to negate special summons you can tribute him and he has 1900)
+2 Solemns Judgment(they're awesome play stoppers say you have some magic or traps you need to protect from heavy storm or mystical, or a special summon or normal summon)
+2 Threatening Roar( Chainable and stops a whole battle phase so it stops OTK's)
