Thunder King Rai-Oh, otherwise known as Raiou in KCVDS, one of the most game-breaking anti-meta cards in the game.

Raiou is widely regarded as a staple in most stun and gadget builds in both the KCVDS meta and the IRL meta. There are many reasons for this..

1) Stops card advantage from floaters like Sangan and Goblin Zombie through how it limits adding cards to the hand (from the deck) via any way but drawing.
2) Tribute>stop special summon. Good for preventing late-game DAD and JD drops.
3) Only stops inherent special summons *like DAD, Cyber Dragon, Chaos Sorcerer, JD* basically monsters Special Summoned by their own effect.

So, all-in-all, this card is effective at stopping card advantage and keeping the field clear of huge special summons like JD&DAD.

Also, lets look at it's attack. 1900. That's enough to run over pretty much all commonly played 4strs, killing Jujitsu masters, gadgets, dd assailants, stratos, bora, drillroid, garoth, lyla, laquari (before it is special summoned) and the majority of heroes - neos alius and gold.

Raiou also is Light-attribute, meaning it has synergy with Doomcaliber Knight to make Chaos Sorcerer, allowing the inclusion of this great card into the standard stun deck.

Raiou can also be used in decks like Monarchs, just because it shuts down the card advantage gadgets rely on, stops rota and hero toolbox, stops sangan abuse, and can slow up special-summon heavy decks.

On a side note, it also helps to stop Black Whirlwind, therefore making a stellar first-turn against black wings.

ALL-IN-ALL, Raiou is a great tech against most decks, a solid beatstick, and an outstanding anti-meta card.

Amazing card I love it this has to be sided in most to all decks and for anti meta is a must main for obvious reasons. Honestly I thought this card would be used a lot more than it has been in RL. Even on KCVDS but lately I have been seeing the usage of this card go up. The fact that it is light is great because of the support it gets and makes it possible to be used with chaos sorcerer (which in my mind is a game breaking card) and 1900 for a 4 star is also great.

You forgotthat it is a target for Honest Smile

Anyways, this card is awesome, so it deserves to be the COTW.

Nope I disagree since in some decks it will just work against you at times

Should be maindecked in all anti-meta. Only deck it shouldn't be in is Big City, or any other variant that runs 3x e-call or other searching.
Doesn't belong in glads (screws proving ground) doesn't belong in sworns (too slow).

So, not EVERY deck.

Sorry, I did forget it works great with Honest.

Twilight Zombie Drain anyone?

Haha that's one of the main decks you'll see Raiou&Honest in, because, most other decks don't combine them (Sworns don't run Raiou, Anti-Meta doesn't run Honest from what i've seen).

this is an excellent card! i started out with 2 of these (only had 2) i my plant deck during the teleDAD format. it was excellent because it was an obstacle they needed to get over before summoing dad or a synchro. it also stopped their really annoying moves of rota for stratos and stratos for whatever, if i was able to start first.
